This isn't a bad movie, but it reminds me of the Matrix phenomenon. The style of the first one was so fresh that people really loved it when it came out, but by the time they did a sequel so many people had emulated that style that you were just sick of it. Like the Matrix sequel, the Sin City sequel has a kind of lackluster story compared to the first. The first Sin City introduced that world with so many interesting stories it was like an explosive cartoon version of Pulp Fiction. This one has a core story that seems unnecessarily peppered with other vignettes that don't feed the central arc or stand very well on their own. And too much of this movie seemed to revolve around finding excuses to get Mickey Rourke and Bruce Willis on screen. It's not so much a writing problem as it is sloppy editing. The first one was really tight and well-paced, but you have a hard time knowing where you are in this one until the credits start to roll.
